Okay I got the bright idea that I was gonna do some customization to my spot here. But damn if things aren't a bit more detailed and difficult than they were in the simple days of HTML. It would seem that I'm going to have to spend some time learning some languages in order further customize things (the basic things that the Dashboard offers are okay but I know there's more out there).

Perhaps a Blogging for Dummies book?

Oh man, don't even get me started on customizing your blog. It's madness out there! Here's what I would recommend:

-Google "free blogger templates" and peruse through the handful of websites, taking note of the layouts you like.
-When you narrow it to a top 5 or 3 (depending on how much work you want to do), try to see how much freedom you have as far as the layout, design, sidebar items, etc.
-Use google searches as needed for help on HTML, CSS, XML, widgets, etc.
-Pick your fave, customize.
-Set up a dummy blog through blogger that can't be searched and is only seen by you for this step
-Test on Firefox, Safari & IE

Yeah, the web design world has become much more complicated. I do web programming as a hobby and have hard time keeping up. It sounds like frau sally benz has some good recommendations. I would add that you also check out some designs that others have, see what you like, and see how it was made. It might be beneficial to use some kind of hmtl editor. Anyway hope that helps.
